Background and Context

Waste management practices in Egypt are diverse and complex, and the solid waste management sector requires coordinated policy, institutional, technical, financial, and implementation support at national, governorate, and local levels. The National Solid Waste Management Programme (NSWMP) was established to support the sustainable development of the sector through an integrated package of technical cooperation and financial cooperation.

The NSWMP combines financial cooperation for solid waste management infrastructure and services with technical cooperation addressing the policy, legal, institutional, regulatory, and capacity-building framework. The programme has been supported by the Government of Egypt and development partners, including German, European, and Swiss cooperation mechanisms. The programme approach includes support to the Waste Management Regulatory Authority (WMRA), Ministry of Local Development and Environment, selected governorates, and other relevant national and local stakeholders.

WMRA was established under the Ministry of Local Development and Environment lead and support the development of the institutional framework, technical and administrative capacities, policy instruments, strategies, regulations, standards, and monitoring arrangements required for effective and sustainable waste management in Egypt. The Programme Management Unit / Project Management Unit (PMU) is required to coordinate, manage, monitor, and report on the implementation of NSWMP activities and investments to WMRA.

The PMU Manager will therefore be responsible for the day-to-day management, strategic coordination, operational leadership, reporting, compliance, stakeholder engagement, investment follow-up, and institutional strengthening functions of the PMU to ensure timely and quality implementation of the NSWMP under WMRA.

Overall Objective

The PMU Manager shall provide strategic and operational leadership to the NSWMP PMU to ensure the successful implementation, coordination, monitoring, and reporting of NSWMP activities and investment measures, while strengthening WMRA’s capacity to oversee the solid waste management sector and support participating governorates (Gharbia, Kafr el Shekh, Assiut, and Qena) in establishing functioning and sustainable waste management systems.

Specific Objectives

  • Ensure efficient day-to-day management of the PMU, including supervision of PMU staff, consultants, administrative processes, documentation, and internal coordination.
  • Coordinate the implementation of the NSWMP financial cooperation and technical cooperation activities in alignment with WMRA priorities, programme agreements, and approved work plans.

Oversee planning, budgeting, monitoring, reporting, risk management, procurement follow-up, payment verification, and quality assurance processes.

  • Support WMRA in fulfilling its assigned mandates related to sector regulation, monitoring, planning, investment pipeline development, service improvement, and policy/institutional reform.
  • Ensure timely preparation of progress reports, annual reports, steering committee documentation, completion reports, and other programme deliverables required by WMRA and development partners.

 Scope of Work and Key Responsibilities

  • Lead the overall management of the PMU and ensure effective day-to-day implementation of NSWMP activities under WMRA.
  • Coordinate and oversee programme implementation across technical, financial, institutional, and operational components of the NSWMP.
  • Supervise PMU staff and experts, ensure clear division of responsibilities, promote teamwork, and support efficient functioning of the Unit.
  • Prepare and supervise annual work plans, implementation schedules, budgets, and operational plans, and ensure alignment with NSWMP objectives and WMRA priorities.
  • Monitor progress against programme targets, milestones, deliverables, and key performance indicators, and propose corrective actions where delays or risks occur.
  • Coordinate with WMRA, MoE/EEAA, governorates, development partners, consultants, contractors, and other stakeholders to ensure smooth programme implementation.
  • Represent the PMU in technical meetings, steering committee meetings, coordination platforms, and stakeholder consultations, as required.
  • Support the preparation, review, and quality assurance of technical reports, progress reports, annual reports, completion reports, and other documents required by WMRA and development partners.
  • Oversee the preparation, review, and management of tender documents, procurement processes, contracts, consultant outputs, and related technical submissions.
  • Support the planning, development, appraisal, and monitoring of solid waste investment projects, including master plans, infrastructure projects, service arrangements, and project pipelines.
  • Ensure effective coordination with governorates and implementing partners, including follow-up on site activities, field visits, implementation constraints, and delivery of agreed outputs.
  • Facilitate financial management, disbursement follow-up, payment certificate verification, budget monitoring, and coordination with audit and control requirements.
  • Support WMRA in fulfilling its mandate for solid waste sector regulation, planning, monitoring, policy development, institutional strengthening, and coordination with relevant national entities.
  • Identify implementation risks, institutional bottlenecks, capacity gaps, and coordination challenges, and provide practical recommendations to improve PMU performance and programme delivery.

 Reporting Lines

  • The PMU Manager shall report to the CEO of WMRA.
  • The PMU Manager shall provide regular updates to WMRA leadership and relevant programme governance bodies according to agreed reporting arrangements.

Required Qualifications and Experience

  • Advanced university degree, preferably Master’s degree or higher, in environmental management, engineering, solid waste management, public administration, economics, sustainable development, project management, business administration, or a closely related field.
  • Minimum of 12 years of progressively responsible professional experience in programme/project management, public sector development, environmental management, infrastructure implementation, or institutional strengthening.
  • Minimum of 7 years in a senior management, project management, PMU management, programme coordination, or team leadership role.
  • Demonstrated experience managing multidisciplinary teams, consultants, contractors, and complex stakeholder coordination processes.
  • Strong experience in solid waste management, environmental infrastructure, integrated municipal services, local government service delivery, or closely related sectors.
  • Experience with internationally financed projects/programmes, particularly those supported by KfW, EU, GIZ, SECO, UNDP, World Bank, or similar development partners, is strongly preferred.
  • Experience in managing or supporting PMUs, implementation units, administration offices, or donor-funded programme coordination structures.
  • Demonstrated knowledge of procurement processes, tender document review, tender evaluation, contract management, payment certificate verification, and donor/government compliance requirements.
  • Experience in investment programming, infrastructure project preparation, master planning, monitoring and evaluation, financial management, risk management, audit coordination, and progress reporting.
  • Experience working with Egyptian government institutions, ministries, governorates, local administration, public authorities, and development partners is a strong asset.
  • Familiarity with Egypt’s waste management institutional framework and WMRA’s mandate is highly desirable.
  • Fluency in written and spoken Arabic and English is required.
  • Excellent technical report writing, presentation, facilitation, and communication skills in both Arabic and English.
  • Strong computer skills, including Microsoft Word, Excel, PowerPoint, project tracking tools, data management systems, and reporting dashboards. Familiarity with project management software is an advantage.

Duration, Level of Effort, and Duty Station

  • Duration: One year, renewable subject to satisfactory performance, programme needs, and availability of funding.
  • Level of effort: Full-time assignment unless otherwise determined by WMRA.
  • Duty station: Cairo, Egypt, based at WMRA / NSWMP PMU offices, with frequent travel to participating governorates, project sites, meetings, and field locations as required.
  • Working arrangements: The PMU Manager shall be available for regular coordination meetings, Steering Committee support, donor consultations, site visits, and urgent management actions when required by programme needs.
