Project Manager UNIDO-GEF Green Hurghada Project
Background
Ministry of Environment is the Implementing Partner for the UNIDO-GEF Green Hurghada Project. The Project objective is to turn Hurghada into a model integrated and ecologically sustainable tourism city of national and international importance through the adoption of further low-carbon technologies, good waste management practices and a further-enhanced protection of its natural capital basis including coral reefs and mangrove systems in the vicinity of the city.
This will be achieved by developing an integrated Hurghada Sustainable Development Strategy (HSDS) and Action Plan, with a focus on technical assistance, capacity building and demonstration of good practice for climate change mitigation, chemicals and waste prevention and management, through a series of pilot investments, organization and development of an integrated sustainable development strategy and its implementation plans, and promotion of behavioral change, in conjunction with national priorities and needs articulated by the Government.
Successful implementation of the HSDS will require multi-stakeholder processes (MSP), where institutional, technical, financial, and organizational capacities as well as citizen engagement and stakeholder processes are leveraged to achieve the city’s sustainability goals. The measures introduced by the Project will showcase the city as a model for replication elsewhere in Egypt, defining a new paradigm of how tourist destinations can successfully address the challenges of development growth
The Project Manager (PM) will be appointed jointly by the project Implementing Partner and UNIDO-GEF. The PM will be responsible for the overall day to day management of the project, including the mobilization of all project inputs, technical inputs and leadership, supervision over of project team, reporting, etc. The PMU will plan all project activities in full coordination with Ministry of Environment (MoE)/Egyptian Environment Affairs Agency (EEAA) in particular nature conservation and solid waste management components which will be implemented under direct supervision and full involvement of MOE/EEAA
It is the PM’s primary responsibility to ensure that the project produces the results specified in the project document, to the required standard of quality and within the specified constraints of time and cost. The Project Manager will inform the Project steering committee and the Project Management Committee of any delays or difficulties as they arise during implementation so that appropriate support and corrective measures can be adopted.
Duties and Responsibilities
Project management:
- Establishing the PMU in Cairo and the local unit in Hurghada
- Day-to-day execution of all project activities including general coordination, management and supervision of project implementation in both Cairo and Hurghada offices.
- Plan the activities of the project and monitor progress against the approved workplan.
- Execute activities by managing personnel, goods and services, and training including drafting terms of reference and work specifications and overseeing all contractors’ work.
- Monitor events as determined in the project monitoring plan, and update the plan as required.
- Acting as the Steering Committee secretariat
- Provide support for completion of assessments required by UNIDO, spot checks and audits.
- Supervise the financial team on manage requests for the provision of UNIDO financial resources through funding advances, direct payments or reimbursement using the FACE form.
- Supervise the financial team on monitor financial resources and accounting to ensure the accuracy and reliability of financial reports and maintain project expenditures within available funds.
- Monitor progress and watch for plan deviations and make course corrections when needed within project steering committee -agreed tolerances to achieve results.
- Ensure that changes are controlled, and problems addressed.
- Manage and monitor the project risks – including social and environmental risks – initially identified and submit new risks to the Project steering committee for consideration and decision on possible actions if required; update the status of these risks by maintaining the project risks log;
- Prepare revisions to the multi-year work plan, as needed, as well as annual and quarterly plans if required.
- Supervise the financial team on monitor co-finance with project partners and stakeholders
- Assess major and minor amendments to the project within the parameters set by UNIDO- GEF;
- Monitor implementation plans including the gender action plan, stakeholder engagement plan, and any environmental and social management plans;
Technical input to project activities
- Lead the integration of the different technical work streams, ensuring quality delivery and scientific rigour
- Coordinate the preparation of the local governance framework and inter-institutional dialogue;
- Coordinate the development of the integrated strategy and Action Plan for Hurgada
- Coordinate the development of the long-term financing scheme to increase the uptake of private sector investments in environmental technologies, including the coordination and interaction of all relevant stakeholders involved in this development
- Coordinate the selection of pilot projects on low carbon technology solutions in the public infrastructure (public buildings, street lighting), the selection of pilot projects on energy efficiency and water efficiency in hotels and the selection of pilot projects to mainstream renewable energy technologies in hotels.
- Coordinate the activities on increased financing for Protected Area conservation activities in light of alignment with the investment and long-term financing scheme being developed for investment in environmental technologies under Comp 2.
- Prepare the inception report no later than one month after the inception workshop.
- Ensure that the indicators included in the project results framework are monitored annually in advance of the GEF PIR submission deadline so that progress can be reported in the GEF PIR.
- Prepare the GEF Annual Project Implementation Report (PIR)
- Perform regular progress reporting to the project steering committee including measures to address challenges and opportunities.
- Contributions and coordination of knowledge management activities as well as participation in monitoring activities as an essential part of the project manager role. Monitor and track progress against the GEF Core indicators.
- Oversee and ensure the implementation of the project’s M&E plan, including periodic appraisal of the Project’s Theory of Change and Results Framework with reference to actual and potential project progress and results;
- Support the Mid-term review and Terminal Evaluation process.
Qualifications required:
- Advanced university degree (preferable Masters or PhD) in a subject related to environmental engineering, natural resources management or environmental and or social sciences.
- At least 5 years of demonstrable project/programme management experience in environment related projects.
- Good knowledge about the Multi-lateral Environmental Agreements in particular UNFCCC and CBD
- At least 10 years of professional experience working with ministries, national or provincial institutions that are concerned with natural resource and/or environmental management.
- Familiarity and prior experience with UNIDO and GEF requirements and procedures are considered as an asset
- Excellent language skills in English (writing, speaking and reading) and Arabic languages.
